I've turned off all background applications and processes (that aren't necessary) The issue has persisted over MANY Steam updates My PC never uses more than 5% of CPU, Memory, Disk read/write, etc. I checked my internet speeds: Consistently ~94 Mbps = ~11MBps **ALL** drivers are updated to their most recent update My computer is up to date on Windows 10 I've tried both internal and external devices I even created a new partition on my HDD in a different file format (Tried exFAT, FAT32, and NTFS) I've checked for speed caps (There are none) My steam download speeds are consistently capped at 1.4 MB/s
I've scoured Steam/Reddit/Every other place imaginable over the last month and have found no answer.
